Program Development Manager

Tracked, pursued, and captured U.S. Government (USG) opportunities in priority technical areas including peacebuilding, community development, governance, agriculture and food security, and youth empowerment. Managed and wrote USG, corporate, and foundation proposals including successful proposals for $85 million in USG funding for peacebuilding, community development, youth, and agriculture programming in Africa, Asia, and the Middle East.

Also conducted assessments and wrote proposals for Indonesia, Myanmar, Nicaragua, Pakistan, Rwanda, and Uganda.

Director, USG Program Development

Led team that secured more than $100 million annually from donors including the U.S. Agency for International Development (USAID), U.S. State Department Bureau of Education and Cultural Affairs (ECA), U.S. Department of Defense (DOD), U.S. Department of Education (DOE), National Science Foundation (NSF), and World Bank for programs to promote educational exchange and mutual understanding and empower women and youth. Led and wrote proposals that secured $50 million in two years for IIE’s first USAID workforce development, research partnership, and girls education programs and first USAID programs in Myanmar and Sub-Saharan Africa (Liberia). Served on task force that created and implemented plans to restructure IIE's program development function to centralize proposal writing under the business development team, which improved proposal quality and consistency, and allowed tracking of return on investment (ROI) on proposal spending to optimize decision making.

Select Successful Proposals: - USAID Indonesia Sustainable Higher Education Research Alliance (SHERA) - Conducted assessments, designed, wrote, and managed proposal for $20 million program that supported five consortia of Indonesian and U.S. universities to conduct collaborative research on priority topics for Indonesia's development. - USAID Myanmar Lincoln Scholars - Led and wrote proposal for $20 million exchange program that brought Indonesians from diverse ethnic and religious backgrounds to the U.S. for graduate degrees and conflict mitigation studies. - USAID Indonesia Become an Entrepreneur (JAPRI) - Participated in USAID co-design process, formed consortium, wrote EOI and proposal iterations, and and managed co-design and proposal process for $7 million program to support youth entrepreneurship. - USAID Liberia Let Girls Learn - Participated in USAID co-design process, identified and negotiated sub role under small business, drafted technical inputs, collaborated with cost lead on budget inputs. - ECA Fulbright Student Program - Wrote competitive rebid proposal for $100 million program that includes outreach, application, selection, placement, and advising services for U.S. students pursuing Fulbright fellowships around the world and foreign students pursuing Fulbright fellowships at U.S. universities. - ECA Fulbright Scholar Program - Wrote competitive rebid proposal for $50 million program that includes outreach, application, selection, placement, and advising services for U.S. scholars pursuing Fulbright fellowships around the world and foreign scholars pursuing Fulbright fellowships at U.S. universities. - DOD Boren Awards Program - Wrote proposal for $100 million program that supports U.S. students in studying foreign languages that are critical to national security. - ECA Gilman Program - Wrote competitive rebid proposal for scholarship program that includes outreach, application, selection, and advising services for first generation, minority, and other underrepresented U.S. students to study abroad. - NSF Global E3 - Designed and wrote proposal for program that supports U.S. engineering students to study abroad. - World Bank - Designed and wrote proposal to establish and build capacity of a secretariat for an African scholarship program. - ECA Education USA Program - Wrote proposal to administer Education USA network, which provides advising services to high school students around the world and links them to U.S. higher education institutions and scholarship opportunities.
